Just a line to let you all know the Marina finally found the source of this intermittent problem.
The brackets had failed( Rusted out) on a conduit allowing it to touch the water. A small amount of seawater had leaked in and traveled along the conduit until it reached an area where it could cause a current leakage. This got to be enough to where it would boil the water in the conduit dry, but not enough to trip the main breaker. Once the water boiled out the problem went away until more water leaked back in. Over a period of time it got worse to where there was finaly enough current to trip the breaker.

The marina just had another one of these problems.
They now find that whoever did the wiring some 30 years ago never cemented the plasic conduits, they just shoved them together.
The conduits were secured with galvanised strap hangers, which are now rusting out.
There is now a scramble to find and lift the sagging conduits before they get more problems.

They are damn lucky no one has died. They don't have to be electrocuted; just in the water to swim or do maintenance on a boat, be paralyzed and drown.
