Problem with opening file from Simtk.org

I have downloaded the file from simtk.org (

https://simtk.org/project/xml/downloads.xml?group_id=949),

but until now I still can not open the file. I really need this file and someone here can help me to solve this problem.

Thanks IRstuff for your response. I have tried to extract using winzip but it did not work.
