Procedure for slip-critical connection preparation

Hi everyone, is there anyone who can list in a few points the procedure a steel contractor should follow to get a proper slip-critical connection, including proper bolt tightening and all inspections..? I understand when slip-critical connections shall be specified, Code of Standard Practice is clear on that and I understand the difference between sc and bearing type, that plates shall be clean of paint etc. it is just not enough - I have a steel contractor who I work with, I do engineering and shop drawings for him, and he's never done slip critical connections and I do not have enough knowledge to explain him step by step what needs to be done to get a slip critical connection from fabrication point of view and what shall be inspected and when prior to steel assembly. I'd appreciate your help.
