Procedure qualification vs Welder qualification

Hi all, i am having hard time in understanding this that what should be qualified first and why? procedure qualification or welder qualification?

The welder must qualify to a specific a procedure.
With a good welder, both could conceivably be accomplished simultaneously.
 
Procedure is documents needed by welder prior to weld. to obtain it , must first have procedure qualification.
after having procedure passed, then comes along with welder qualification. same routine. once it passed then you can proceed for production

ASME Section IX QW 301.2

The welder or welding operator who prepares the WPS
qualification test coupons meeting the requirements of
QW-200 is also qualified within the limits of the performance
qualifications, listed in QW-304 for welders and
in QW-305 for welding operators. He is qualified only
within the limits for positions specified in QW-303.
