Process Area containment wall height

My sister corp. wishes to place a repackage process in my facility. I am in Texas. They are bringing in a Class 1 flamable that is toxic to fish and wildlife. I have outfall contianment, but no process contianment for the new process. I believe and have told the project manager that the new repackage process will need containment. The process is pumping out of iso trailer to drums or totes. I have been doing this for awhile and always build my containment to the 25 yr rain event and the largest container. I understand that to be the recomended practice. However, I can not point to the code or RP directly.

Can someone set me straight on this. Is this an adopted internal practice or is this standard code or recomended practice? Where can I point to to prove my case? I appreciate any help. I have been check in the CFR and find mentions of this, but mostly around oil spills. This is not a tank farm, but an uncovered repackage process.
