Proof test acc. to AD 2000

Is it right to determine pressure test value acc. to AD 2000 Merkblatt last edition (to satisfy PED requirements) for heat exchangers type of AET or AES (and the others) taking into consideration not only shell and heads but also main flanges and their bolts as pressure parts? This situation causes that PT is limited by bolts. Please see
Ad 2000 HP30 para. 4.17 third indent. Also please see PED guidelines numbers 7/6 and 7/8 (main bearing pressure parts).

In this case, formulas for minimum hydrostatic pressure in AD are the same as stated in PED. max(1,43;1,25*k20/k.
Smaller ratio should be consider, that implies less pressure
But, AD only states as main pressure bearing parts shell and ends.
If taking flanges and bolts causes a smaller pressure test, you may be complying PED but no AD.
If you are not sure if flanges and bolts would be consider as main bearing pressure parts, simply don`t consider them.
Except with hazardous or letal substances, there would always be doubt about main pressure parts definition.
