proper wire size for cnc machine

hi, what is proper way to calculate wire size for cnc machine? Should be calculated on full load current?(our aplications use 1/3 of the full load). Is there any regulation ,code for that?

The 'Code (Counrty)' says that the wire size should be sufficient to support the ampacity of the machine plus 125% AND the voltage drop should not be more than 3% between the panel and machine, AND not more than 5% from the utility to the machine.
 
The starting current will be the same regardless of what load is applied after the motor is running. This is part of the determination of minimum wire size.
