Properties faded and un-selectable! Why?

Okay guys, (BTW, thanks in advance for all the help) I'm just coming up to on WF (as of last monday) and here is my latest question:
I'm doing an assembly drawing. I want multiple models in my drawing. I've noticed that under "Edit" there is a selection called "Properties" which is where I would select to add a new model to the drawing. I've done this, however, sometimes the "Properties" selection is faded out and un-selectable. Please tell me what causes that to be un-selectable?

Make sure nothing is already selected.

The quick way to this menu is to click anywhere on the background (so you deselect anything that has already been picked), click and hold the RMB, and select Properties.
