Proposed Allowable Stresses Based on Guaranteed Strength Properties

A customer specification has special requirements when using proposed allowable stresses based on guaranteed strength properties. I have not seen this before. We are quoting a ASME Section VIII, Div.1 vessel. What does this refer to?

Is this related to a Code Case? I have not seen this before. What's the material?
 
It is a standard pressure vessel specification from a petroleum company. The beginning of the specifications states that allowable stresses are to be per ASME Section IID. We will ask for clarification. Thank you.
 
If allowable stresses are from Section II, Part D, then that is standard. Being able to make up another allowable stress based on some other basis would not follow ASME Section VIII, Division 1.
