I am looking for a procedure for evaluating the tensile/prying loads on fasteners for a steel angle ledger connected to a concrete wall using wedge or epoxy-type fasteners. I am looking for a modification of the Hanger-Type connection procedure in the AISC ASD manual but where the applied load is a moment rather than an eccentric tensile force.

You could try the PCI manual (5th edition), Chapter 6 (pages 21 and 22). I think this might be what you are looking for.

Sould you consider the loading as a combination of shear and pull out. Simpson connector catalog covers it.

Why can't you just convert your moment load to an equivalent eccentric tensile load?
