Psudostatic slope stability analyses on bedding planes

Southern California grading codes often indicate that pseudostatic slope stability analyses need not to be performed on bedding sloping less than 12 degrees
e.g., see paragraph 16.50.0600 (but you will find it for ather jurisdiction, e.g., Orange County, Temecula, Los Angeles). Does anyone know what is the basis of such instruction; is there a published reference about this?

I have not heard of this, but then again I don't work in California. Since 12 degrees is about a 4.7H:1V slope, I expect that someone determined that the likelihood have having a slope stability problem as such a flat slope was very low and therefore, they were not going to require an analysis to prove it. That said any slope can cause a problem with the right (or wrong) soils.
