Pumping at low ambient temperatures

I'm specifying pumps for an offshore oil rig for Russia. Pumps are all indoors in HVAC environment. However if the HVAC system fails, some systems (with pumps in) will need to be shutdown (for maximum of a week). Worst case is indoor temperature could reach -39oC.

Do any members have experience of similar situations and what advice would they offer in respect of:

1) Procedures for shutting down the pumps, eg shutting in and draining down
2) Procedures for starting up the cold pumps, eg any suggestions to get systems running quicker
3) Any accessories / special items I should be specifying for the pumps.

The pumps of particular concern are:

Seawater Injection pumps; API 610, centrifugal, multistage (6 to 8), axially split, flow 400m3/hr, discharge pressure 240 barg, 4MW 6KV electric drive through gearbox with common pressurised lube oil system serving motor, gearbox and pump.

Crude oil export pumps; API 610, centrifugal, multistage, flow 540m3/hr, discharge pressure 90 barg, 2MW 6KV electric (probably direct) drive. Normal crude temp 50oC, 1.8cP. At -20oC, viscosity is 14.1cP

I've electricity from emergency generators, but no steam.
