Putting Pipe Through Foundation Footings

I am designing a canopy structure, and it is located in between two buildings. Currently, this area where the foundation is supposed to go is right in the path for water runoff. The ground water for this site is also close to the surface.

I am wondering if anyone has used pipe through a footing before to allow drainage through the foundation?

I am planning on putting the foundations a few feet under ground and adding some pedestals so that any water can flow above and below the footing. But even If I do this I feel like maybe the pipe through the foundation would still be necessary?

Maybe some weeping tile around the footing or granular drain rock would be a good idea. The problem with holes through the footing is that they could plug up with clay or silt. But holes through retaining walls are quite common, so depending on the in situ soil, use your best judgment.
 
Ya I was planning on having the weeping tile at the front of the foundation and then putting a sleeve through the foundation and running it through to the other side:

The soil is sandy silt and clay

The other option that I'm trying to weigh is changing the entire structure so that the columns are closer together and have more of a cantilever on the canopy so that I can just have a path of gravel fill around the foundations:
