PWHT for SA 403 welded fittings

Dear All,

We are procuring welded SA 403 fittings,During the review of WPS we found that PWHT (meniotned solution annealing as PWHT)is considered in WPS. As per SA 403 and Sec VIII div 1 , P8 material not required heat treatment ,unless design calculation say so.In our case there is no design requirement for PWHT.

So our doubt is ,can we consider material heat treatment as a PWHT in welded fittings ?

Yes, as long as the WPS and PQR have been qualified with solution annealing after welding.

Thank you very much .Is there any code reference (sec IX or B31.3 or sec 2 ) saying that we can consider material heat treatment as PWHT ?

 
If the Code does not specifically prohibit what I stated above, it means it can be permitted. Please review the excerpt from the Foreword below common to ASME B&PV Code book sections. Also, review Section IX regarding requirements for PWHT or thermal treatments.

This Code contains mandatory requirements, specific prohibitions, and nonmandatory guidance for construction activities and inservice inspection and testing activities. The Code does not address all aspects of these activities and those
aspects that are not specifically addressed should not be considered prohibited. The Code is not a handbook and cannot replace education, experience, and the use of engineering judgment. The phrase engineering judgement refers to technical
judgments made by knowledgeable engineers experienced in the application of the Code. Engineering judgments must be consistent with Code philosophy, and such judgments must never be used to overrule mandatory requirements or specific prohibitions of the Code.
