PWHT requirement

Hi experts,

Plate A516 Gr. 70 with 20 mm plate thicknesses.

By mistake our subcontractor cut the wrong opening location for 24" shell nozzle on 1 shell plate during fabrication at the workshop.

The cut out plate they put it back on the opening butt welded and full RT. The result was good.

The question is do we need to PWHT this plate ?

Since there is no nozzle on that plate even we have insert plate I think PWHT is not required for the above case.

I would just treat it as another shell weld, which means no PWHT.
 
If I were an owner, I might have reservations - I did not buy second hand plate or plate with mistakes fixed by welding. With owner approval, JStephen is correct.

Thanks for your comments.

I am sure the owner will have no choice due to super tight schedule and "very good approach" on top level management.
