PWHT Temp. requirement for T91+T12

For SA-213 T91 to SA 213 T12 material with thickness of 3.4mm, what is the minimum and maximum requirement of PWHT for this material. thanks for your support.

Stop right there.
The question indicates unfamiliarity with grade 91 material, which has a number of pitfalls.
I strongly suggest you call in a welding engineer with experience in these materials, including PWHT. AWS D10.10 is a must.
Combined Cycle Journal and EPRI are good sources of information on fabrication of these materials.
