Quadro fx3450 not staying in OC using ProE

I have a quadro fx3450 on a dell ws 470 running xp SP2. I am using forceware drivers 81.67 or 81.87, coolbits 2.0 and rivatuner. I am primarily using rivatuner just to monitor the temps and clock speeds, but have also tried overclocking from there.
When I open ProEngineer (v2001) the core clock jumps to the overclocked setting (425 for auto overclock, and 500 set for maual) After a short while it drops back down to the default 2D setting 350Mhz, and opening or rotating models has no effect on increasing it.
Does anyone know how to keep it overclocked, preferably still automatically for ProEngineer?
If irun rthdribl or 3dmark05, then the card stays in the overclocked mode.
I cannot increase the 2D core clock past 425 without crashing the computer..BSOD
BTW, I have replace the stock fx3450 cooler with an artic cooler NV5, and loaded temps are approx the same as idle temps with the stock cooler
Any suggestions?

Is the performance while spinning your model unacceptable? If not, why is it so important to keep your video card overclocked?

Have you tried it with a very large assembly loaded up? If the demand on your video card doesn't require the increased performance, I don't see why the video card would be pushing itself so hard.
 
Although performance is ok with a large shaded assembly, I would like to improve the performance in wireframe/hiddenline, particularly when stopping the rotation. I have a feeling this may be more processor dependent, but would like to see if overclocking the graphics card would help
