According ASME BPVC (from section 1 to section 12)  where and when NDT procedures qualifications is a requirement (not only demonstrated to AI). Regards

T-150 (d) : when qualification of the written examination procedure is required by the referenced Code Section, it shall be qualified .... my question is about those codes sections . Thanks
 
Why would you not develop/qualify an NDE procedure? If for no other reason that to demonstrate to yourself, the AI and the Regulator that the procedure of capable of locating relevant imperfections.
 
Here are a few examples from B31.3, B31.1 and ASME VIII Div 1

343 EXAMINATION PROCEDURES
Any examination shall be performed in accordance
with a written procedure that conforms to one of the
methods specified in para. 344, including special methods
(see para. 344.1.2). Procedures shall be written as
required in the BPV Code, Section V, Article 1, T-150.
The employer shall certify records of the examination
procedures employed, showing dates and results of procedure
qualifications, and shall maintain them and make
them available to the Inspector.

(A.3) NDE personnel collecting and analyzing UT
data shall have demonstrated their ability to perform
an acceptable examination using written procedures.
The procedures shall have been demonstrated to yield
acceptable results when applied to a calibration block
fabricated in accordance with ASME Section V, Article
5, T-542.2

shall be performed in accordance with Appendix 12
and shall be evaluated to the acceptance standards
specified in Appendix 12. The written examination
procedure
shall be available to the Inspector and shall
be proven by actual demonstration to the satisfaction
of the Inspector to be capable of detecting and locating
imperfections described in this Division.

For the most part, ASME Sections VIII Div. 1 and 2 do not require NDE procedure qualification. However, one exception is when using UT in lieu of RT in both Div. 1 and Div. 2.

UW-51(a)(4) refers you to 7.5.5 of Div. 2 which refers you to ASME Section V, Article 4, Appendix VIII. Appendix VIII requires procedure qualification per Appendix IX of Article 4.

This is just one example of a construction Code requiring NDE procedure qualification. NDE procedure qualifications must be witnessed by the Authorized Inspector.
