Where in NFPA Standard can I look for the requirement of fire water quality? (Fresh water with solids less than 5 mg./liter

Perhaps in

NFPA 24 Standard for the Installation of Private Fire Service Mains and Their Appurtenances

But unlikely given you can use ponds, lakes, wells, etc. for a water supply for fire protection. When the Fire Department responds they will use ANY water supply they can find and have access to even a swimming pool.

What suppression system are you installing with a requirement you listed?

And many places use Sea water....

Maybe for sprinkler systems you need something better.

"Fire Water" is a very vague term.
