Quench/temper of normalize material

We have forgings supplied in accordance with ASME SA350-LF2 Class 1 in the Normalized condition (P1 Group 2). The hardness came in between 130 and 140 HBN, which is too soft for our application (galling issues). We segregated a portion of the material to which we applied a quench and temper and got the hardness up to 170 to 180 HBN and reduced our galling issues.

Does ASME Section VIII Div 1 permit an entity other than the material manufacturer to change the heat treatment condition of material if it is performed per the material specification and supplementary testing (tensile, hardness, charpy, etc.) is documented as meeting the material specification?

Yes, Section VIII does permit this activity with specific controls. See below

UG-85 HEAT TREATMENT
When plate specification heat treatments are not performed
by the material manufacturer, they shall be performed
by, or be under the control of, the Manufacturer
who shall then place the letter “T” following the letter
“G” in the Mill plate marking (see SA-20) to indicate that
the heat treatments required by the material specification
have been performed. The Manufacturer shall also document
in accordance with UG-93(b) that the specified heat
treatment has been performed.
UCS-85, UHT-5(e), and UHT-81 provide requirements
for heat treatment of test specimens.

I was aware of UG-85, but wasn't sure if I could apply it to other forms besides plate. We are working with closed and open die forgings. Again, something for our A.I./Design Survey to rule on.
