Looks like the item you are trying to save is either released or in a Group where you don't have the rights to modify.
If you have a role in the items owning group you can change your login to that group.

It could also be that someone else had the part file, and thus bvr checked out, and the bvr got hung in the checked out state. It happened to us a lot in Tc 11.3. It doesn't seem to be an issue in 11.6.
