I have a pump client that is shipping pumps packages to Ireland (from US) and is asking for a standard TEFC motor for use in unclassified areas. Motor must be CE approved and meet European Machinery Directive 98/37/EEC. The customer has told me this Directive means compliance to ATEX requirements and motor must have ATEX certificate.
From what I have read, ATEX covers harzardous locations.

So my question is to thread readers with IEC experience, does ATEX directives cover motors used on unclassified area's?

TIA

No, the ATEX directive does not apply to equipment used outside of a classified area. The Machinery Directive is an entirely different set of regulations. Google will throw up some references. You should also check out the Low Voltage Directive.

The link references both the machinery and LV directives, plus a few that I'm altogether less familiar with. The description of the ATEX directive should clarify the requirements for equipment for classified areas. It sounds like your customer is confused.

But with my luck, I'll be at the airport!

ATEX is for explosive atmospheres only.
Remember 400 VAC 3 phase 50 Hz for Ireland.
