Question about unloading of slip critical bolted connection due to tension

Hi all,

In AISC 13, J3.9 Combined tension and shear in slip critical connections there is a factor to derate slip resistance due to tension on the joint.
In eqn J3-5. the term Ta for tension force.

In a preloaded joint, is this the total external applied tension force. or is it the tension force seen by the bolt (~20% of the total external tension force)? or is it the tension force seen by the joint (the remaining ~80% of the total external tension force)?

My machine design text book tells me I use the tension force seen by the joint vs preload when checking for separation of the joint, but doesn't touch on joints in combined shear/tension
