Question on Snow Loads in Effective Weight for Seismic

Hello,

Per ASCE chapter 12, I know that if the flat roof snow load exceeds 30psf (or 45 psf per ASCE 7-22), then 20% of the uniform snow load (15% per ASCE 7-22) is added to the effective seismic weight.
However, in ASCE chapter 15.4.3 (for non-building structures), it says to add the snow load if the snow load is more than 25% of the effective seismic weight.
My question is, how much of that snow load do I add to the effective seismic weight? Is it 100%? Or the same percentage per above? It doesn't really specify, although, it would seem only a percentage since it will be rare for 100% snow and 100% seismic loading to happen simultaneously (per ASCE C12.7.2). Your input is appreciated! Thank you!

I've taken it as the same percentage as for a building, since 15.4.3 refers back to 12.7.2, but it is ambiguous.
