Question regarding batch sizes and turnovers

I am working on an application where the client has asked for 15 tank turnovers in 3 hours.
The fluid is crude oil, at 150,000(BBLS) which is 6,300,000 gallons. The way I work it out is that each batch needs to be agitated for 12 minutes!!!
Is this possible, is mixing this much oil in that short of time a common practice?
Perhaps the client meant that 15 tank turnovers were going to be poured into my tank???

Could anyone shed some light on this.
