Looking at ASME Section I, 2017 Edition, PG-109.3 (b) states:

"A manufacturer in possession of the pressure piping Certification Mark may fabricate other parts of boilers, such as superheater, waterwall, or economizer headers, where complete design requirements are provided by others. Such parts shall be stamped or marked as required by PG-106.8 and reported on a Form P-4, Manufacturer's Partial Data Report, as called for in PG-112.2.4."

My client is looking to have a shop with a PP stamp fabricate the downcomer piping for a boiler currently under construction and is citing the above in regards to why they are not using a shop with an S Stamp. I have not run into this situation before, so I'm looking for any insights you all may have into the applicability and/or execution of this part of the Code with respect to the downcomer piping.

My initial understanding is that the company erecting the boiler has the responsibility (which thier AI will have to buy into) of incorporating the aforementioned Form P-4 into their Form P-3, so I don't believe it's directly "my problem," but I'm performing a little due diligence to see if there are any concerns with this approach since I haven't run into this situation before.

Per Section I, downcomer piping could certainly be fabricated by a manufacturer holding a valid PP certification mark as described in PG-109.3 (a) or (b).
