Questions regarding PWHT exemption requirements of A335 P92 and A234 WP92

Hi Guys

I found Code Case 183-5 which is updated code case about P92.
I've been curious about(c)-(-c), which could be a PWHT exemption condition.

So, I found 127.4.9 of ASME B31.1-2022 and there is a expression "Permanent Nonstructural Attachments".

My questions are below.
1) What exactly does mean "Nonstructrual Attachments"?
2) It seems like a contradiction between Table 132.2-1 and para. 127.4.9.
What is correct to A335 P92 and A234 WP92?

Just hazarding a guess but I would think a Non Structural attachment is an attachmement not under load.
