"Base Metal" Terminology

When reading UHA-51 and the terms "base metal, weld metal and HAZ" are used, is this referring to components that are only welded? In other words, non-welded pressure containing components do not apply?

I am definitely no expert on ASME VIII but I would say it is applicable to welded and non welded pressure containing components.
This is from UHA-51
(d) Exemptions from Impact Testing for Base Metals and
HAZs. Impact testing is not required for Table UHA-23
base metals for the following combinations of base metals
and HAZs (if welded) and MDMTs, except as modified in
(c):

No. Base metals refer to materials which may be joined or left unwelded.
