"Flag" Plate Gusset Bracing

To Whom It May Concern,

I am doing a remodel and adding some walkways and stairs to an existing building. In order to do this I have to analyze the existing building. The bracing in the existing building is Ordinary Concentric Braced Frames.

The problem I see is that the gusset plate that the brace is attached to is a "Flag" Plate style. What I mean by this is that the gusset plate itself is not attached to the column, but the brace is concentric like it should be.

Is there any reference material on how to properly analyze this style of gusset plate connection?

This is covered in the AISC design guide 29 (Vertical Brace Connections) on braced frames. Section 4.2.4

It might be covered other places as well. But, that's the one I have on my computer and easily accessible to me.
