Am I correct that MSProject does not allow you to specify which resource is the lead resource responsible for delivery when multiple resources are assigned to a task

The only ways I can get round this is:
a)To create a custom field called "Lead Resource" and enter the resource name or initials in it when multiple resources involved on task. Then I must ensure it is shown on reports so staff aware who is responsible (this must be manually maintained as it will stay set even if the resource is unassigned - you must amend it yourself)
b) Never allocate more than one resource to a task!!!
c) Define the Lead Resource in the Task Notes - but then I cannot extract all tasks for which a team member is the lead resource

Am I missing something or is this just a weakness of MSProject? I currently use the first option (a)because it is imperative that the task is not allowed to fall between several resources....

That sounds about right. For the purposes of determining Earned Value, you probably need finer grain on assignments anyway.
