does anyone have any info on this? What material would you assume that they are calling out? a lead sheet? neoprene? epoxy? Please advise? I cannot find and reference for this.

Is this anchor bolt in concrete? Or is the grating tied down to a girder?

If it's concrete, chances are that the specifier wants to fill the annular void between the bolt and drilled hole. An epoxy grout type material should be what they're looking for.
