Dear Experts,
I have couple of doubts regarding R-Stamp jobs.
1. Who decides whether R-Stamp is required or not for a U-Stamp vessel?
2. Found cracks in welding joint between stiffener weld and shell from inside with groove weld (Ground flush) and require repair. Its non-pressure part welded with shell.. Does it require R-Stamp to repair or not?

Typically, the Regulatory body, insurer or owner of the vessel will require it.

Yes, it would require an R-Stamp because you are welding directly to the pressure retaining item (shell) weld. If the cracks were only in the stiffener and not associated with the groove weld the R-Stamp would not be required.

Get a copy of the National Board Inspection Code and it will guide you as the conditions requiring a R stamp.
 
Hi Mani,

ASME U stamp applies for newly fabricated equipment , while the "R" stamp applies to performing repair on a Coded pressure vessel. The list of "R" stamp holders are available in National Board website "Assuming you're in the Middle East it's up to the AI or the Client have to decide if "R" stamp holders should be engaged for repair.
NBIC Code PART 3, SECTION 1, REPAIRS AND ALTERATIONS — GENERAL AND ADMINISTRATIVE REQUIREMENTS, provides the details about the "R" stamp holders.
