R value for adjustment

hi,
I have client's specification for a structure to performe in case of OBE and SSE level earthquake, which is as follows:
EQ type Str. behaviour Damage
OBE Post-elastic Minor deformations, repairable

SSE Post-elastic Severely deformed,no collapse,not operational

For the above case i am not sure how to adjust "R" value for my structure (pipe rack with concentrically braced frame in both dir.).

Like if my structure is to perform elastically then i can use R=1, and for post elasic R=3.25, but for the limitation of damage as stated above, what % of R value should i use in OBE & SSE cases.
