base on ASME B31.1 k table 136 any joint which its temperature is over 400 centigrade degree shall be under radiographic examination. is this mean that it shall be 100% radiography or not?

Yes. Per ASME B31.1, Table 136.4, for butt welds exposed to service temperatures above 400 deg C inclusive of all pressures and over 2 NPS in size, the entire (100%) weld joint shall be examined by RT. Also read paragraph 136.4.5 regarding RT.

For welded branch connections under the same category, the RT requirement is for pipe sizes over 4 NPS.
