Railway Assset Costing Best Practice

Dear all,
I am hoping that there may be someone within the group who has developing cost models or has knowledge of costing for railway maintenance and renewal systems. What I am interested in identifying and discussing are the methodologies, techniques (CER), tools (fuzzy logic, excel) and issues that are related to costing railway assets.

Has anyone done any studies to identfy best practice in the railway area?

can u give me some idea about how to estimate life spane of a man
 
There are actuarial tables that do that specific thing, given current age, lifestyle, etc., one can certainly come up with a statistically probable lifespan.
