Rainwater seepage pit under garage

A friend of mine needs to build a seepage pit (I hope you understand) beside his house but has limited space. The only way he sees is to build somekind of rainwater tank UNDER the future garage. Garage will be buried in the ground from all sides except the entrance. The tank of course will be without bottom slab to allow seepage. Currently there is a hole where water collects during rainstorms and then quickly seeps into the ground so I think there won't be a problem with that.

He asked me to design the RC tank and garage but first I need to know how to properly protect soil under foundations from rainwater. Are there any publications or real projects where they constructed something like this? Water disposal is really not my area but would like to help a friend so he doesn't do something wrong.
