What is the best Raster to Vector programs to user with taking details from a scan file to a dwg.

What types of settings as well?

jpg or bmp?

There are numerous raster to vector converter programs.
Search for Scan2CAD or Wintopo.
But remember, you can't make a silk purse from a sows ear or a good vector drawing from a poor scanned image!

I recommend VPstudio of softelec. You can start VPstudio within AutoCAD or AutoCAD LT or as stand-alone and the results are very accurate. They have also very interesting and usefull raster editing tools.
