Ratio of Major (Class I) to Minor (Class II) changes

Does anyone have a ratio of Class I to Class II changes that is reasonable for use in a proposal to the DoD?

That is the issue, the customer has no goals or expectations. They simply don't like the ration we are providing which is 90% Minor and 10% Major. It is an initial production program having over 5K units delivered over three years.

Sounds to me that they do have expectations, otherwise "like" is irrelevant. Is there a development phase to cover the changes? Can you sharpen your pencil and "find" mis-categorizations such that Class I are actually Class II? Is it FFP or CPFF?
