RC Frame - Large Beam on Small Columns

Hello Everyone, Hope you are having a good day.
I am facing a problem similar to the refrenced thread.
Project Details:
2 Storey RC Frame structure
All Beam column joint as moment connection
This is a villa project so beam has to span 9m while it rests in 300mm width column.

Project is located in high seismic zone of Japan so we can expect high seismic load on the structure
on top of that site is located in heavy snow area with design load of =230*30 N/m2=6900N/m2.

My concern is
1 Just looking at the layout of beam columns and walls in attached diagram do you see any abnormalities? I think this type of structures are not commonly practiced.
2 How can i check if the beam column joints are safe for earthquake and Snow loads.
3 Walls and columns rest on foundation girder, whose width is 600mm, while column and beam width is 300mm. Is it okey to design foundation girder such that its width is greater than column width. Normally span (L0) of foundation girder is assumed to be span between columns , as there are no definite columns what should be the span (L0) for foundation girder for detailing of rebar?
