Does ACI or any code require that rebars at pool slabs/walls should be epoxy coated? Would appreciate your inputs.

Not that I know of, but there is nothing stopping you from using epoxy coded reo bar, However I prefer to spec my mix design correctly and use larger cover to cover salt pool. a chorine pool isn't such a problem.

A clear conscience is usually the sign of a bad memory

Chloride ion will eventually penetrate and could cause corrosion with either salt or chlorinated water. In-ground swimming pools are not structural so it does not apply, but ACI 318 Ch 4 covers corrosive exposures.

ACI does not require or prohibit epoxy-coated bar for any use, and I have not seen a swimming pool specific guide or code. In structures, we mitigate chloride exposure by increasing cover depth and assuring proper mix quality; look through ACI 318 Chapter 4 and glance at Tables 4.2.1 and 4.3.1. It is also acceptable to use epoxy-coated bar to reduce any future corrosion.

Durability also depends on how the concrete is delivered, formed and finished. In order to act as an effective barrier, the concrete cover needs to be dense. The interior pool finish layer also provides a barrier to chloride penetration, and each layer of resistance adds to the time before corrosion initiates.

For elevated pools, I usually see a membrane between the structure and the concrete layer which forms the interior shape of the pool. This should protect the structural concrete from moisture and chlorides.

I always provide more cover in corrosive environments, possibly 2.5".
