I propose to install a row of receptacles supplied by a conduit with two circuits and alternate the circuits to the
receptacles. Is it a violation to pass both circuits through the receptacle, one connected to that outlet and the other passing through to the next outlet.

I would recommend running multiple circuits through conventional recepticals. However, I have seen three 3-phase circuits run in a plugmold strip with alternating circuits per outlet. I know of no code violation but I am not an expert at the NEC.

You're fine. Check 300-3, 310-4, and 318-8. Basically, your dealing with parallel circuits, or circuits of different systems specifically. I am not aware of any verbage that prohibits it in the NEC. But some localities [ie: New York City] have there own wacky rules, so check with the code official having authority. Good Luck !
