Is there any way that recloser blinks can eliminated during nearby lighting strikes? More MOVs? More grounding? Spacer cable? More Inverse time current curves?

Recloser and relays operating time aren't fast enough to effectively prevent the fast speed of propagation of lightning surge.

MOV (surge arrester) are affective fast dissipating overvoltage to ground but not rated for direct lightning strikes.

Grounding and shielding protection could help to mitigate the severity of the lightning surge effect.
