Well give us a bit of a clue.

Is this to load a tanker or offload?
What is the product?
Why has it not been thought of during the design?

Generally if you have a PLEM, you push all the water towards it so you can dispose of it at sea,

If you're going to have first fill of some sort of flammable product, you often push this with Nitrogen to create an inert environment.

Then you either wait for the first ship or arrange a special vessel to fill the pipeline with product from the PLEM or you can reverse flow ( if this is an import terminal) with product from the shore.

Note that most tanks need to get to a minimum level before you can flow into them at full flow to prevent flashing, splashing and excess vapour.

As far as I know there are no real standards for this, only company practices, requirements or procedures.

some more information would help a lot.
