My civil engineering group produces (among other things) operations and maintenance manuals for wastewater treatment plants. Most of these products are 3-ring binders, but we're starting (finally) to produce "Interactive Electronic Technical Manuals". The problem is, we're doing this from scratch (i.e. writing HTML code to port the paper manual to a website). There has got to be a better way.
Can anyone recommend some good software packages/services that are designed to manage the O&M process from manufacturer's submitals during construction to publication of a database-driven IETM?
I've read a little about COBie, and it looks like a promising approach, but I'd like some examples of products or services that help implement it.
