Reduction in MAT of vessel component

Hello all,

If the MAT(Miminum allowable temperature)for any vessel component is determined based on Charpy impact test, than can you still redused MAT for that component while performing Brittle fracture Level 2 analysis using API 579 section 3.

What is the allowable stress for this vessel? Is it less than 25 Ksi? If not, the MAT for the component will govern the MAT of the vessel itself. See 3.4.2.1.(d)
 
Yes allowable stress are lower than the 25ksi.And i also calculated the MAT based on the Impact test data given for Level 1 analysis.

It is easy to calculate reduction in MAT for Level 2 for shell and head as we have straight formulas for designing shell and head.

But how do i reduced the MAT for level 2 analysis specific for Flanges and reinforcing pad?

Does anybody know the existance of the software that does the API 579 Sec 3 Brittle Fracture Analysis!
