Reference height for cladding wind loads

Dear all,

For the calculation of the wind load on a cladding element, which height should we consider, the building height or the specific cladding panel height?
I am mainly interested for the eurocode EN 1991.1.4.

in ASCE you'd usually see the negative pressure govern, negative pressure is based on the full height of the building (qh?), as I recall. Can't speak to Eurocode. Sorry. It's possible positive pressure would govern, but it increases with height (qz) and the coefficients on windward/leeward make me thing the leeward (negative pressure) will typically govern.
