Regarding Steam pressure 1

What is the literal meaning of "steam pressure", If steam is flowing through a duct, and an pressure gauge is used to indicate pressure, what pressure does it indicate? Static(reflecting its temperature) or Dynamic(flow characteristics)?

Usually, it means the static pressure of the steam.

By contrast velocity pressure wuld be the pressure exerted by fluid flow and you could use a pitot tube to measure it.
 
Depending on how the gauge is placed, you might get minor differences which may include/exclude the pressure of the flow.
