The City of Wichita Falls is considering changing out its individual developement required detention with Regional Detention. Does anyone out there have any experience with Regional Detention? Several scenario's come to mind of how to go about putting the facilities in be it in a series along a streambed (in-line detention is discouraged), parallel detention (adjacent watersheds are detained prior to entering the main stream) or alternating detention where every other adjacent watershed such as watersheds on one side of the stream detain enough flow to make up for the unchecked watersheds. Pre and post developed conditions can be tricky as some development occured prior to the requirement. Regional detention could take into account all development and consider, for the pre-developed condition, the city didn't exist. Any thoughts on this matter would be greatly appreciated.

Regional detention can really only be designed by looking at a regional area drainage masterplan. There really is no "one size fits all" approach to this and it will vary greatly based on numerous issues including geometry of the watershed, existing and future development issues, watershed hydrologic variables including slope, vegetation, precipitation, climate etc., location of existing and proposed freeways, levees, railroad embankments etc.
 
Adding to CVG's comments, a major factor will be the availability of suitable sites for the regional detention facilities and the cost of acquisition of sites not already in public ownership.
 
You may want to search out and contact other municipalities that have this experience. I have attended conferences where I recall Nashville, TN embarking on such ventures. A web search also brought up Austin, TX for implementing regional stormwater management.
 
I appreciate all the advise, I'll pursue Austin about their findings.
