Hi!
I need some suggetions to reinforce a buried concrete pipe, 0.3 m diametre, 4 m soil above its crown and a 9ooo kg acting on the pavement.

with such a small pipe and such high fill, live loads will be very small. suggest that you double check. you probably do not need any additional reinforcement.
 
If the pipe has been in the ground for 5-10 years, just run a TV camera through it to see if anything has changed. As CVG stated, the live load on the pipe will be very small.
 
Some more details are necessary. Is this 60 feet long or 6,000 feet.

If this is a short segment, it may easier to replace than line.
