REINFORCEMENT REQUIRED FOR OPENINGS IN SHELLS : ASME Sec VIII Div 1 vs Sec I

Hello All,

Sec VIII Div 1 [UG-37 (c) & (d)] clearly states the Area compensation requirements for openings in shells for BOTH internal & external design pressure. Whereas, Sec I (PG-33) does not say distinctly on area compensation requirements separately for internal and external pressures!

Shall we interpret that the 'same' area requirement in Sec I must be met for both internal and external ?
OR
as per Sec VIII Div 1 [UG-37 (c) & (d)], something on the lines of 50% of internal pressure area compensation for external pressure ?

Please suggest your valuable interpretations.

SecVIII is the code for unfired pressure vessel whereas SecI is the code for fired pressure vessel such as power and heating boilers.
Sec1 (PG-33) has for title " Compensation Require for Openings in Shells and Formed Heads" which states "...Compensation...shall be provided in the amount...for area of compensation are satisfied..." My copy of Sec1 is over 20 years old and I don't believe that the newest codes have changed.
